tools/ant-cl/ant-cl.c: add diagnostic mode (-D); various RF comm improvements

The RF communicaion improvements:
- separate ACK handling from packet(),
- pass ACK payload to caller,
- take reception timeout from callers,
- -d also dumps received packets.
