tools: new utility atrf-xmit for fast transmission tests
- Makefile (DIRS): added atrf-xmit - atrf-xmit/Makefile, atrf-xmit/atrf-xmit.c: new utility atrf-xmit to rapidly send packets from one device to another and analyze the outcome
