tools: new utility atrf-path to measure path characteristics

- Makefile (DIRS): added atrf-path
- atrf-path/Makefile, atrf-path/atrf-path.c: new utility atrf-path to
  measure path characteristics (for now, TX-to-RX path attenuation)
- atrf-path/plot: visualize path loss measurements
