MIPS: Octeon: Move some platform device registration to its own file.

|

||
|
There is a bunch of platform device registration in
|
||
|
arch/mips/cavium-octeon/setup.c. We move it to its own file in
|
||
|
preparation for adding more platform devices.
|
||
