juhosg 320e8ef881 generic: rtl8366: get rid of private vlan_{mc,4k} structs ...

The usage of bitfields causes problems in Little-Endian mode. Remove
them and manipulate the bits directly in the appropriate functions. This
change also reduces the size of the binary a bit.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
