florian cf43489095 [brcm63xx] register SSB sprom after ethernet devices ...

In case the MAC address pool is not big enough to also register a SSB SPROM
prefer registering the Ethernet devices.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
