sewn 4ffc074c10 use fallback subproject git for libspng ...

Stated in the libspng README:

> Download the latest release and include spng.c/spng.h in your
> project, you can also build with CMake or Meson [...]

libspng was intended to be included within the project, not used
as a system dependency.
